Formed in 2010, the Mileage-Based User Fee Alliance (MBUFA) is a national non-profit organization that brings together government, business, academic, and transportation policy leaders to conduct education and outreach on the potential for mileage-based user fees as an alternative for future funding and improved performance of the U.S. transportation system.

The sustainability of the current transportation funding system is in doubt.
As a research and educational organization, MBUFA’s primary goals are to:
Create a constructive learning environment and policy space for collaboration and networking among individuals and groups interested in mileage-based user fees
Coordinate efforts to build awareness of mileage-based user fee programs in the US and around the world
Promote research to test the feasibility of mileage-based user fee programs
Engage community and political leaders around common priorities for transportation funding

Jack Basso
Peter J. “Jack” Basso serves as a senior advisor to Parsons Brinkerhoff’s Global infrastructure strategic consulting, engineering, and program/construction management organization. He specializes in transportation funding and financing as well as support for clients on a variety of other transportation matters. He also operates his own consulting practice Peter J Basso and Associates, LLC. Prior to his current consulting engagements he served as American Association of State Highway and Transportation Officials (AASHTO) Chief Operating Officer and Business Development Director from March of 2001 to February 2012. In that capacity, he oversaw the management of a sixty million dollar nonprofit organization representing the interests of State Departments of Transportation. He developed new member services, and more aggressively marketed current technical services provided for AASHTO members. Mr. Basso worked closely with Congressional staff and other associations who have mutual interests in Transportation financing issues. He is a nationally recognized expert on transportation finance.
Anthony Buckley
Since 2015 Anthony has served as the Director of Innovative Partnerships for the Washington State Department of Transportation (WSDOT). During Mr. Buckley’s tenure as a public servant he has managed a host of State financing and funding programs. For the State of Oregon, he played a leading role in managing financial components of the American Recovery and Reinvestment Act projects for both the transportation and energy sectors. As the Chief Financial Officer for the Oregon Department of Energy he was responsible for one of the Nation’s largest energy tax credit programs ($2 billion) as well as the nation’s oldest energy lending programs (35-years). Prior to his assignment with the Department of Energy he served as the debt and investment manager for the Oregon Department of Transportation where he oversaw a $3.5 billion transportation finance portfolio. Prior to his career as a public servant, Mr. Buckley gained 20 years of private sector experience having worked for various corporations in both finance and marketing roles. Anthony earned his B.A. degree in Finance with a minor in Risk Management from Temple University and is currently enrolled (part-time) at the University of Washington School of Law.
Adrian Moore
Adrian Moore, Ph.D., is vice president of policy at Reason Foundation, a non-profit think tank advancing free minds and free markets. Moore leads Reason’s policy implementation efforts and conducts his own research on topics such as privatization, government and regulatory reform, air quality, transportation and urban growth, prisons and utilities. Moore, who has testified before Congress on several occasions, regularly advises federal, state and local officials on ways to streamline government and reduce costs. In 2008 and 2009, Moore served on Congress’ National Surface Transportation Infrastructure Financing Commission. Since 2009, he has served on California’s Public Infrastructure Advisory Commission. Mr. Moore is co-author of the book Mobility First: A New Vision for Transportation in a Globally Competitive 21st Century (Rowman & Littlefield, 2008). Prior to joining Reason, Moore served 10 years in the Army on active duty and reserves. He holds a Master’s in Economics from the University of California, Irvine and a Master’s in History from California State University, Chico.
Carlos Braceras
Utah Governor Gary Herbert appointed Carlos Braceras to serve as Utah Department of Transportation executive director on May 6, 2013. Former UDOT Executive Director John Njord appointed Braceras to deputy director in May 2001. At the time, he was the director of UDOT’s Region 3.
Braceras also worked on the Legacy Parkway/I-15 North Project, where he was responsible for development of the environmental documents, design–build contracts, and construction of both facilities. In 1998, he was named “State of Utah Governor’s Manager of the Year” and received the “UDOT Leader of the Year” award.
Braceras received a Bachelor’s degree in geology from the University of Vermont and a Bachelor’s degree in civil engineering from the University of Utah.
He currently serves as chair of the AASHTO Design Subcommittee, chair of the Center for Environmental Excellence Advisory Board, chair of the TRB Executive Committee, member of the board of directors and past president of the American Association of State Highway and Transportation Officials, member of the board of directors and past president of the Western Association of State Highway and Transportation Officials, past chair of ITS America, and past chair of RUC West.
