Jack Basso, Chair

Peter J. “Jack” Basso serves as a senior advisor to Parsons Brinkerhoff’s Global infrastructure strategic consulting, engineering, and program/construction management organization. He specializes in transportation funding and financing as well as support for clients on a variety of other transportation matters. He also operates his own consulting practice Peter J Basso and Associates, LLC.

Prior to his current consulting engagements he served as American Association of State Highway and Transportation Officials (AASHTO) Chief Operating Officer and Business Development Director from March of 2001 to February 2012. In that capacity, he oversaw the management of a sixty million dollar nonprofit organization representing the interests of State Departments of Transportation. He developed new member services, and more aggressively marketed current technical services provided for AASHTO members. Mr. Basso worked closely with Congressional staff and other associations who have mutual interests in Transportation financing issues. He is a nationally recognized expert on transportation finance.

Norma Ortega, Vice-Chair

Norma Ortega was appointed as Deputy Director of Finance/Chief Financial Officer (CFO) for the California Department of Transportation (Caltrans) in August 2009.  Norma is responsible for Caltrans financial management and policy as well as federal and state programming of transportation projects.  She oversees the Divisions of Accounting, Budgets, and Programming.   She oversees the Caltrans budget of over $12 billion.

Ms. Ortega has been with the Caltrans over twenty five years and has served in a number of increasing responsible fiscal management positions including assignments in the Divisions of Accounting, Auditing, Program Evaluation and Analysis and Local Assistance including 5 years as the Chief Budget Officer.  She represents the Department on federal, state and local funding and financing issues before the State’s transportation fund allocation organization, the California Transportation Commission and the California State Legislature.  Other assignments include serving as a fiscal advisor during the development of Governor Schwarzenegger’s Strategic Growth Plan, which lead to a $19.94 billion transportation bond proposal.  She also served on the California Performance Review Performance Budgeting and Review Enhancement team. 

Norma earned a Bachelor of Science Degree and Business Administration with Accounting Emphasis at the California State University, Sacramento. 

Lee Munnich, Secretary-Treasurer

Lee Munnich, senior fellow, directs the State and Local Policy Program at the University of Minnesota, Humphrey School of Public Affairs. He focuses on transportation policy and finance, congestion pricing, rural road safety, regional economic development, and industry clusters. Munnich has more than twenty-three years of experience with state and local governments. He was a deputy commissioner of the Minnesota Department of Trade and Economic Development, research director for the Minnesota Business Partnership, economic consultant for the Minnesota House of Representatives, manager of Midwest Research Institute's Center of Economic Studies, and executive director of the Minnesota Tax Study Commission. He was elected to the Minneapolis City Council twice in 1973 and 1975.

Mr. Munnich is director of the national Center for Excellence in Rural Safety and co-chair of the Transportation Research Board's Congestion Pricing Committee. Munnich founded and chaired the Minnesota Economic Resource Group in 1985, developed and managed the annual Economic Report to the Governor of Minnesota through 1991, and chaired the National Association of State Development Agencies' research division from 1986 to 1990.

Adrian Moore, Vice President for Education

Adrian Moore, Ph.D., is vice president of policy at Reason Foundation, a non-profit think tank advancing free minds and free markets. Moore leads Reason's policy implementation efforts and conducts his own research on topics such as privatization, government and regulatory reform, air quality, transportation and urban growth, prisons and utilities. Moore, who has testified before Congress on several occasions, regularly advises federal, state and local officials on ways to streamline government and reduce costs.

In 2008 and 2009, Moore served on Congress' National Surface Transportation Infrastructure Financing Commission. The commission offered "specific recommendations for increasing investment in transportation infrastructure while at the same time moving the Federal Government away from reliance on motor fuel taxes toward more direct fees charged to transportation infrastructure users." Since 2009, he has served on California's Public Infrastructure Advisory Commission.

Mr. Moore is co-author of the book Mobility First: A New Vision for Transportation in a Globally Competitive 21st Century (Rowman & Littlefield, 2008). Texas Gov. Rick Perry said, "Speaking from our experiences in Texas, Sam Staley and Adrian Moore get it right in Mobility First." World Bank urban planner Alain Bartaud called it "a must read for urban managers of large cities in the United States and around the world."

Prior to joining Reason, Moore served 10 years in the Army on active duty and reserves. As a noncommissioned officer, he was accepted to Officers Candidate School and commissioned as an Infantry officer. He served in posts in the United States and Germany and left the military as a Captain after commanding a Heavy Material Supply company.

Mr. Moore earned a Ph.D. in Economics from the University of California, Irvine. He holds a Master's in Economics from the University of California, Irvine and a Master's in History from California State University, Chico.
